Julatsa's large number of soldiers stems from a long running fear of invasion from Xetesk with whom relations are historically poor. However, the reserve is just that - tradesmen and farmers who have pledged support in times of need. It is questionable whether that threat still exists.

The city is open and prosperous. It is gated but has no walls and relations with the college are very good. Many of the college's mages live in the city or spread throughout Balaia. Something less than three hundred are normally incumbent in the college itself, reducing their capacity for individual research. Julatsa has close ties with Lystern and they research together on projects requiring significant magepower and funding.

There is no doubt Julatsa would like more students to train. They have traditionally drawn much intake from the elves of Calaius, the Southern Continent but, of late, that stream has dried up and many elven mages have returned south - unwilling to stay and watch those humans they train with die, while they live hundreds of years longer. Despite this, the council of eight has three elves on it and its High Mage is an elf, Kerela, the most powerful female mage in Balaia.

Julatsa, whose mana colour is yellow, has a single tower in the exact centre of the college. While they believe in the mana shaping properties of the tower structure, they want all mages to enjoy its power, not just the chosen few as in Xetesk.
